This book consists of the report on the "Problem of Immigration in Massachusetts" published in 1914. This commission was led by Bernard J. Rothwell (Chairman), Emily G. Balch, Frederic C. McDuffie (Lawrence), William H. O'Brien, Frank E. Spaulding, Grace Abbott (Executive Secretary), and Grace Peloubet Norton (Statistician). The report consists of three parts. Part I covers the history of immigration to Massachusetts, employment, housing, occupations, public morals, education, naturalization, protection against abuses and frauds, improved medical standards, dependency, foreign-language press, and state immigration policy. Part II consists of the proposed acts regarding education, employment, school census, court interpreters, foreign exchange, and the State Board of Immigration. Part III consists of the appendix.
