This book focuses on what is needed to move Lawrence to an improved education structure for the future.
It starts with a history of the area leading up to the formation of the city of Lawrence.
When Lawrence evolved, the prosperity of the early 1900’s was misleading. Homes were close to the downtown area, and was directed toward housing for three or more families. By 1912, 52% of the city’s population was living in tenement dwellings. Lawrence had more four-story dwellings than any other city in Massachusetts. This congestion created conditions of congestion and blight.
The study goes on to report there were two directions in the crossroads the city had reached: the possibility of soon drifting into bankruptcy, the other, moving the city toward public education and the public schools by a comprehensive program of community action.
The book covers, area by area, changes and improvements that need to be made to move to the program of community action., including school capacity and teacher salaries.
The study found that an increase in tax rate was necessary to carry out these improvements.
