The Introduction to this book states: "This Report was originally prepared and distributed in proof as a "White" Report, intended to serve as a basis for discussion at the Tripartite Technical Conference on the Textile Industry which was held in Washington, D.C. in April, 1937." It is stated in the Introduction that this Textile Conference is an experiment. It is a first attempt by the International Labour Organisation to explore the possibility of improving the social standings. Among the many chapters are matters relating to "production, consumption, trade, tariffs etc". The overall report is directed towards a "consideration of social conditions in the industry." This Report is in two volumes. Volume II "includes a Record of the Proceedings of the Conference in Washington......"
